How to report possible breach in animal welfare

Hi all,

Riding past this place today:

I noticed one cow/bull trying to walk in the mud, but limping with a bad hind right leg. Also noticed several cattle laying down, with a few having others appearing to be worried about them; licking them etc. Not sure about the latter, but the former was definitely a cow/bull not looking in great condition. To add to that, as you can see in the link, the small yard they are in is just dust which turns to mud when it rains, like it has. I am not sure if they is in any way a breach, but sure looks like negligence to me.

Should I report something like without any hard evidence? If so, how?
