What Rimmel London are saying is that their general rule is not to Animal Test buy there are coutries like China who by law demand all products to be tested on animals in order for the product to be sold.
Istead of Rimmel London saying "no we refuse to Animal Test and will not sell in your country" they have added an additional notation into their animal testing clause.
For this reason you can be guaranteed that whether the product you use was or was not originally animal tested.. the company now do this for some products and therefore i would avoid the company brand all together.
There are a lot of companies that now do this so if you are a long time customer of any brand i would sugget you look into their Animal Testing policies on a regular basis.
