What are some good but inexpensive vegan make up brands?  I don't want anything cheap but I'd still like good quality.

I've used Eye of Horus before and found the liquid eyeliner fine to work with even if the tip was a bit too thick for my liking (http://www.eyeofhoruscosmetics.com/)

For years I've been using a powder foundation from Nude by nature:
