Ok, so my brother (who I don't really like anyway), recently got a shock collar for his sausage dog because he's too lazy to train it properly, and he also seems to get a kick out of it. What can I do to try and get these horrid things outlawed and punishable?

If you both live in Queensland, your local politician.
see https://www.qld.gov.au/about/how-government-works/system-of-government/

and RSPCA Queensland will probably help you on the way
see http://www.rspcaqld.org.au/locations
and on Facebook at https://www.facebook.com/RSPCAQueensland

see also thread here about shock collars

"Are electronic collars legal?

Regulations controlling the use of electronic shock collars in dog training is state specific. In SA and ACT shock collars are not legal under the Animal Welfare Act. In NSW they are not allowed except when used with invisible boundary fences, under the Prevention of Cruelty to Animals Regulation 1996 Schedule 1. They are allowed in the NT, although those that use a remote control are disallowed. In QLD, WA, Tasmania and Victoria they are permitted so long as they do not cause pain to the animal."

If you can convince your brother that his dog is in pain from the collar then it's illegal. Try electrocuting your brother and ask him if it hurts.

I have personal experience with this an I'm not sure deciding something should be illegal based on one experience with your brother is the way to go? i recently bought a collar for my dog and am only using the vibration setting but will use the static if i absolutely need to, my dog is a hunting breed and we're moving to a rural area, if he gets out he will absolutely kill sheep and i dont want this for the sheep or my dog to be seized by the council. I'm highly experienced with dogs, work in rescue and do not think these collars are for everyone or should be used often, but they are definitely effective in some situations where the life or death of an animal is at stake. Maybe they need to be licensed or something, but i dont think made illegal xx

Oh also I've tried the static setting on my own arm and it's very much not what you expect, nowhere near as bad as its made out to be. I think the main reason a dog would react to it is because its a surprise to them, not because it hurts them happy

If you think "he will absolutely kill sheep" then I think you should
a) think about your attitude towards your dog
b) make sure your dog is used to sheep because what you're writing it's a tragedy waiting to happen.
