Does it have to be powder?  Natures Organics makes a really good laundry liquid called Purity and its very cheap. All of their products are vegan too!

There is also Earth Choice - made by the same ppl. They have 2 types... there's one for Wool & Delicates (obviously no1 here is washing wool tho!!) and a general one.

I have also come across a stain remover which is vegan - Orange Power. It works VERY well! I was actually surprised at how well it worked. Found in Woolies, Coles, etc. with all your washing stuffs. Orange Power also make general cleaning stuffs and it smells nice... like oranges funnily enough
