This obviously shows that there must be requirements to meet before buying or adopting an animal. Animals are treated like toys, not everyone should be allowed to get one.
The other kid tortured and killed a cat, and got community service?! That is bullshit, that poor cat died in vein. If he had tortured and killed a baby I guess that the punishment would have been far more severe. And if that kid had pegged a baby out 'to dry', then he would be sitting in jail right now. Animal cruelty needs to be taken far more seriously. It's ridiculous.
