Think I first came across this in lonely planet's a year of festivals.
Because they just abstain from (amongst other things) eating meat for the 9 days of the festival. So sure, they follow a vegetarian diet for 9 days and if they wanna call themselves vegetarians then more power to them BUT I would not call them vegetarians. I think the name of the festival is completely misleading.
