If you're happy to put a draft up when you have one, I'm happy to critique in a polite manner.
I don't want to tell you 'how' to do it as I don't know you writing style, I don't know what is behind your passion and I don't know the readership of the newspaper you want to send this to.
My tips would be:
- Be overly polite. You want to reach people that think animal rights activists are 'over the top'. Don't give them reason to even think you're 'that sort' of activist. You're just a compassionate person in their community.
- Reference to recent sources that you believe the facts are solid (research this!). Try to find something close to local as possible so it relates better.
- The shorter and more simplistic it is, the better. More chance of being published and more chance of a person reading it all. Easier to digest.
-If there is a local event/incident that recently happened that you could link to it without looking like your abusing it, that might help draw in some eyeballs.
