I'm just going throw something in here.
What if there was a one child policy in Australia, where you could only make one child but you could adopt as many as you wished.
jeeze I don't know, you don't foresee anyone exploiting this government 'enforced' situation?
I think you'd be right on your way to dystopia...
1. what happens when you 'accidentally' have more than 1 child... it goes up for adoption?
2. people in other countries become baby factories, knowing if they can't look after their 27 offspring, some benevolent in Australia will raise them
3. are we forgetting that orphaned children come from some where, come from somewhere which needs help, needs resolution and needs to be able to care for their own and possibly needs this 'law' more than ourselves
reverse thinking... 'oh but it's ok I will adopt these poor children' whilst the oppression and bad constitutional grounding causing it to occur, is brushed aside, like adults are incurable of their adulterated mind states
