are choker chains cruel to dogs?

Please try to avoid Choke chains as much as you can.They  have been scientifically proven to cause injured ocular blood vessels, Tracheal and oesophageal damage, Severely sprained necks, Cases of fainting, Asphyxiation, Transient foreleg paralysis, Laryngeal nerve paralysis and Hind leg ataxia to dogs especially after a  long period of use.
If unavoidable, scientists advise that you  only use them when training your dog on some techniques that make use of the choker chains inevitable, but don't do it for long, otherwise you'll be exposing your dog to many health issues.
