I like the idea of this.... but how would it be policed? You can't have someone watching every pet owner every day.

And the part about $12,000 fines... we've all watched RSPCA Rescue and how they carry on about the length of jail term they can get and the ten of thousands they can be fined... and what do they get? $300 and a slap on the wrist. Sigh.

This is very true. Like today - it's 36 degrees in Perth. If I walked my dogs right now that would be cruel. So on a day like today would I get a slap on the wrist for not walking my dogs? It's not that I don't care... they are currently sitting between me and my tv on the floor, closer to the fan than I am... my rabbits are cuddled up in my lap.

I'd be surprised if this got anywhere....
omg this is true i dont walk my dogs when its hot because they get to tired and hot, might faint

Hey Everyone,

I am new so I hope you have patience because Im not aware of most things in the animal crulty area.

Are the RSPCA bad? I had a feeling they were because I phoned them about my neighbour a few houses down the road. They have a few cats living in a 2m squared cage. Dogs in the same conditions and ducks. I've never seen them let out, and she usually covers the cage with a blanket so they dont get sunlight and people dont see them.
Anyway, the RSPCA response was "We visited the property and there didnt appear to be any mistreatment of animals."
Are the RSPCA always like that? is it normal to keep animals in these conditions by the RSPCA standards...

Yes Adora, unfortunately this is very typical of the RSPCA, I have heard of tons of people that have reported shocking things and the RSPCA haven't done anything about it.

In general regarding this legislation, as someone else mentioned I doubt it will stipulate dogs must be walked every day, more likely that they have to receive adequate exercise.  I think this is fantastic as some people never take their dogs out of their backyards.  Plus if it prevents dogs being chained up then that's great too.

Although if the RSPCA can't even do anything about cases that obviously involve cruelty, I really can't see them doing much about a dog that doesn't get walked much.

Saying that, I think anything like this that will make prospective dog owners think about the responsbilitites involved is good.  Too many people buy dogs on a whim, don't get time for it then either stick it in the backyard or give it up.

BTW with regard to your neighbours - I would keep on at the RSPCA, several cats should not be kept in a 2m cage.

Do you think it is animal abuse to slap a dog to stop it from barking. I certainly do. The owners are too lazy to put training in place and the dog is never walked. Stuck in the backyard all day. I find this atrocious. What do you think?
